Frances is a Licensed Architect with over 27 years of experience in the design and construction industry. She graduated from Washington University in St. Louis with a Bachelor's in Architecture, Cum Laude, a Master's in Architecture, with Honors, and a Master's in Construction Management. She is a licensed professional architect in Puerto Rico and an active member of the “Colegio de Arquitectos y Arquitectos Paisajistas de Puerto Rico (CAAPPR)” and the AIA Florida + Puerto Rico Chapters.

During the formative years of her career, Frances worked for two of the largest construction management firms in the United States, Skanska USA Building Inc. and Turner Construction Company. During this time, she was involved in the pre-construction and construction of high-profile projects such as the MIT Stata Center, Princeton Lewis Library and Barclay's Center designed by renowned architect Frank O. Gehry, and World Trade Center Tower Two, designed by renowned architect Norman Foster.


In Puerto Rico, Frances has worked for various private and public sector institutions. She served as project construction manager for the renovation and construction of residential real estate portfolios and performed land loan value assessments. She was program coordinator and manager for the Puerto Rico Infrastructure Financing Authority (AFI), where she was involved in school modernizations and, most notably, the modernization of the air conditioning systems and historic preservation for the Palacio de Santa Catalina, "La Fortaleza".


Frances has also worked as an architect and construction management coordinator at Bayamón Medical Center and independently, providing architecture, project management, and construction management services for a variety of retail and residential clients. She currently works at CSA Group as Senior Project Manager for various government projects, including the modernization of school projects under the Department of Education's INNOVA program and environmental and cultural resource efforts for LUMA Environmental.

In addition to her architectural prowess, Frances is a certified artisan and a ceramic artist, showcasing her creative versatility. She also enjoys other passions such as walking, doing pilates, traveling, and enjoying the sea and life.
